The Public Counsel serves as the executive director of the agency and has authority over administrative and legal decisions, as well as the daily functions of the agency. The Public Counsel is appointed by the Governor and confirmed by the Senate to a two-year term. The current Public Counsel, Deeia Beck, was originally appointed by Governor Rick Perry on September 1, 2008, and reappointed and confirmed in 2011.
Before being appointed as Public Counsel, Mrs. Beck was an administrative law judge for the Texas Department of Insurance's Division of Workers' Compensation. Prior to becoming a judge, Mrs. Beck practiced law in Fort Worth, beginning her career with the law firm Cantey & Hanger. She was educated at Baylor University where she earned her B.B.A., M.B.A., and Juris Doctorate degrees.
Mrs. Beck was born and raised in China Spring, Texas and is married to Terry Beck, a utility consultant. The Becks have two daughters and a grandson.
