OPIC Public Counsel

David Bolduc was appointed to be Public Counsel by Governor Greg Abbott in March 2023. His governmental experience includes serving in the Office of Policy Development Counsel at the Texas Department of Insurance, as General Counsel at the Texas Natural Resource Conservation Commission, as Division Chief and Assistant Attorney General at the Office of the Texas Attorney General, and as Deputy General Counsel at the Texas Department of Agriculture. He has also founded or been employed at six private law practices.
